I am not sure of what plants can grow on rocky soil and with salt water, but I can make three suggestions. First, pay attention to the plants that grow naturally around you--go to a park, walk along a beach or any other place where nature is undisturbed. Native plants will thrive in your garden without much work. Second, if you have a botanical garden near you, try visiting there. They usually have a "native" plant section and sometimes there are people who can help. I know the one in my city willingly helps people and will answer questions. Third, try visiting a garden store (or wherever you intend to buy the plants) because the people there will surely be able to answer your questions and give you free advice. Good luck, gardening is so much fun and very rewarding!
