I think that depends entirely on the KIND of sanctions and how well targeted they are -

sanctions which target certain individuals, companies, industries and perhaps politicians indeed harm the guilty and not the innocent

take the Sudan - sanctions against certain high ranking government officials restricting their travel, bank accounts, the governments ability to import arms, for instance -

would help the innocents in the country.

widespread economic sanctions will of course hurt the entire economy and thereby everyone in the country.

Luke,
I think it's not always as you say.
A very good example is my country Iran. Regradless ofdiscussiong whether the sanctions are true or not, I can see how US sancions has affected tyhe daily lives of people. US has deactivated every Iranian's master card. You cannot find our country name in many internet country lists, and ... I believe this is direct disrespect to a country and its people.confused

While the sanctions in Zimbabwe are termed "smart".That uis they are travel bans for leaders.they end up doing more harm to the genaral public thatn good.If one would take a look at how the ordinary Zimbabwean has been affected you will feel pitty.
