Must every policeman be litrate?

In several incident I mate with Policeman who are either can't read out vehicle particulars, etc or they are only need money from you.
So how can / possibly policeman charge you with offence, beat and lock up one in cell when one is real with a geniue papers?
I want to know if this could encuarging corruption or not, and what is the need of showing identification to a policeman when he/she want from you is money?

well well well
again and again the same everywhere
in egypt a police man stoped me on my motorcycle "it was forbiden to use the horn in that area" so he asked me is your horn workin i said yeah so he said ok let me see it workin cuz i think yours is broken so i pulled the horn and he was writing me a ticket for using the horn where is my mistake in that ???
in summary policemen all over the world are one of the major corruption area they shouldnt even work .

Yes they should be. Do you want some uneducated person with no training or knowledge to protect you and your family?

As long as policeman is good at doing his/her job, he/she might as well be illiterate.
Literacy comes in handy when one ahs to deal with paper-work. Not many policemen have to.
Conceded, a minimal literacy perhaps wouldn't hurt.

Literacy goes farther then paperwork. It goes to decision making and ability to fully understand different tactics.

Hello April,
All I am saying is that to protect a person (if that doesnt include reading or writing) a policeman doesnt have to be litterate. Literacy adds, no doubt, to his/her capacity to analyse, decide and act upon the information or in different situations.
Up to almost last century soldiers or private guards of kings, queens or some highly placed people mostly werent literate or were scarcely so. They still managed to do their job. Police is a newer facet, an upgraded public defense system but many of essentials are the same as before!

Yes, that was fine then, and i understand where you are coming from, but think about the world today. If you're talking about guards and police, think about the advanced weapons of destruction we have. More guns, automatic weapons, more bombs, more hidden weapons to be used. Our law enforcement needs to be able to keep up with the times. That's why i say they should be literate.
