It might be interesting to investigate further...
I think this is just another "World Bank as Boogeyman" article. The World Bank/IMF framework was set up to give developing countries access to loans and to increase the chances those loans would be repaid. Of course, everyone would like to get loans without any restrictions attached, but no country is going to make such loans.
A country can choose not to subject itself to IMF restrictions by not taking out any World Bank loans. Maybe they should try the Hugo Chavez Bank in Venezuela!

All those concerned with the rich/poor divide..the solution is ..
For .....THE RICH TO GIVE THE MEANS TO THE POOR......
Aid can sustain but not enhance lives..
until the poor have a way of generating wealth themselves they will remove poor....
For the first time in history a technology tool has been invented that can make this change possible..I am talking about the internet..which cost billions but is a free user......
The rich now have to do three things..
....Offer to mentor..educate...
....Offer the internet free..
.. .Connect the poor free..
The result the poor are then on a level
playing field with anyone else on the planet....
We are writing up the eco enterprise education programs...
We have built the beta platform..

from April...
All we do need is encouragement..too many are talking about doing something.Too few actually doing it.

In my own opinion, I think there is no amount of talks could really bridge the gap. Government will have little or nothing to do on this matter.
I will only profar a solution. Until the poor or the low income eaners will strtegically positiuoned themselves to bridge the gap the space will keep growing.
This could be done when the said poor people will work together to learn how create wealth. They must come together as one to face the challenges.
Economically speaking, the only difference between the rich and the poor is ability to mobilise capital. I strongly beleive if people of low income would come togther life will improve for them. Remember the rich also cry.
There is power in unity.

The income disparity between the poor and rich has been increasing due to the technological advances that globalization has been causing us. I think this does not only happen in the Philippines but also in developed countries such as US. Technological advances displace low-skilled workers from the job since machineries are able to make production more efficient and less costly as compared to labor. Moreover, Philippines is a labor abundant country (we're even ranked 12th or 13th most populous country in the world) but firms are trying to take advantage of these technological advances (due to lower costs, higher productivity, and more efficient production) and thus, the demand for labor decreases and while the demand for capital (machineries) increases. As the demand for the labor falls (while the population is continuously increasing, the labor force consequently increases too), the unemployment rate increases. Thus, more people are becoming unemployed especially the low-skilled workers. On the other hand, the capitalists become better off since they own the factor inputs (capital and machineries) that are needed for the production. The use of the machineries in the production (instead of hiring workers) is very profitable. Thus, the rich become richer and the poor become poor.

Wealth is concentrating in few hands by the very design mechanism or flaws of our centralized monetary banking system almost all countries inherited from the colonnial industrial time.
There are at least four factors and they are interdependent. One cannot exists without the other.
1) Issuing Money as debt (owned privately by centralized commercial banks and financial institutions)
2) Money is issued as debt under a central banking system called fractional reserve system - only a fraction 5-10% of total money issued as credit out of thin air by banks is kept under reserve. Remember modern fiat money itself has no intrinsic value
3) Usury (capital cost of borrowing moey as debt) is compound interest where you pay 2.5 to 3 times more than you borrow in principal (as in home mortgage). Usury is money earned without work hence also called unearned income. It is the primary method money and wealth concentrate at the top. And not enough reach at the bottom poor without access to bank or collateral property
At any time outstanding debt is always more than principal in circulation - creating scarcity of money along with prosperity of few
4) what is money or currency is poorly understood. So monetary literacy is critical. we spend entire lives chasing money, but we really do not understand what it is - that's why bankers run government and corporations rule us. A collective learning and awakening needs to happen.

this can be traced to capitalism.i will give an example when Zimbabwe introduced the ESAP in 1990 as a way of moving the economy towards capitalism all hell broke loose! Subsidies were removed and privatisation was all over the place.the few who had the money then capitalised on thois and the results are there for everyone to see.The gap between the rich and the poor grew rapidly.and we are suffering the consequences upto now.
as they say in capitalism THE RICH WILL GET RICHER AND THE POORER MORE POORER.
Solution i think we need to move to PARECON
