why international community donot recognise Somaliland

June 26, 1960 somaliland got its independence from british colony. after five days they united with southern somalia without signing article of unity to make only one somali governemnt called republic of somalia. so they have been united for 30 years. in 1991, after a long civil war lead by Somali National Movement (SNM)somaliland declared that its independent country called Somaliland republic. from that preiod up to now somaliland seeks its recognition from the international community. Even though they have completed their constiution, democratic elections, and all govermenment structures, they did not being recognized even only one country. however, why they are not considered their request of to recognize as an independent country who is ought or reponsible to recognize first?
