Children & Youth Agenda for the City of Ottawa?

A few different cities acorss Canada have an official policy relating to the city's work with children and youth. Examples of this include Vancouver and Calgary. Ottawa organizations and individuals are currently exploring their options.

Does a city need an official policy for Children & Youth? What are the benefits of this happening? How can this possibly occur?
