When Courts are raped in Uganda

There have been several attacks on the courts in Uganda. Recently the Hight Court Granted Bail to Political suspects, it is amaizing the security agencies re arrested these suspects inside court again. It was clear on the local Tvs. One of the defence lawyers was taken to hospital bleeding. How best can courts be protected in the developing democracies like Uganda
