The influence of money -- Branson's money.

Richard Branson and Al Gore are offering US$25million to the person/organisation who can;
significantly reduce greenhouse gases etc every year for ten years.
The australian government is going to ban incandescent lightbulbs, and hopefully get every bulb changed to the energy efficient bulbs.
This will allegedly save 4million tonnes of CO2 emissions per year. Branson/Gore want a billion tonnes cut per year, only 250 times that of australias cut.
If you got everyone in the world with a lightbulb to change it, wouldnt that be 250 times australias predicted cuts in emissions?
