Kinapping a way of getting the government involved

I have been following the trend of kidnapping in the Niger Delta Region in Nigeria and I consequently followed it up with a visit. I have discovered that these people have no farm lands, theres oil spillage everywhere and they are very poor but the question I have been asking myself is kidnapping the best way to get the government attention? What is the benefit of kidnapping these foreigners? Will any big company want to invest in that locality in the future?
