I'm a college student in New Orleans, but I wasn't there for the hurricane and immediate aftermath. I arrived about a year later.

Basically, the richer areas are back to normal and the areas that were poor before the storm are a mess. Piles of garbage and construction debris line the streets in the poor areas while the financial district and the French Quarter are as clean as they ever were. I have seen people who were still living in FEMA trailers and whole sections of the city that lacked basic utilities.

Also, the reconstruction teams need more support. I worked on one as a volunteer, gutting houses that had been flooded and were now growing toxic mold. We need safety training, more respirators, steel-toed boots (I have put nails through the soles of my sneakers several times) etc.

Also, if they would hurry up on raising the levees so it doesn't happen all over again in a fey years it would encourage people to come back to the city. If history does repeat, there will be no more spare resources and will to rebuild the city again.

I think that the government did a fine job dealing with the Hurricane. All people do is complain that they didn't respond fast enough, well the mayor of New Orleans decided that he didn't need the government's aid. And they couldn't get to those who desperately needed the help because of the low-class, low-income, welfare abusers who were shooting at the military and looting.
