ICT: Way forward in fighting corruption.

I have been looking at the efforts challenged towards fighting corruption in my country and concluded that very little will be achieved if we don't incorporate ICT. A good example is in the police force on Kenya roads who charge traffic offenders only to end up taking bribes and letting go the offenders. If we had an ICT system where offenders details can be entered and fines imposed instantly and receipts issued, then we can eliminate impunity on our roads and minimize corruption on our roads. This system will be accessing a central database and offenders required to pay fines within a certain period failure to which further penalties are incurred. The system can be developed locally thus minimizing cost and future maintenance cost.
