Go to http://www.geocites.com/ and sign up for an account. You can get an HTML editor there I think... or maybe you can go to Angelfire or Aol maybe, but I prefer Geocities.

There's a bunch of good providers, I suggest you check out www.google.com and type in "free web page" - that'll give you lots of options. A decent one is Freeservers.com, but they have ad banners, which is not good.
A great service is www.host.sk, which is free, without banners and based in Slovakia, but I think they're full and aren't accepting more sites, although it's worth a try.
BTW, riseup.net isn't hosting any more websites right now, apparently. I might be able to arrange for your website to be hosted on www.ssuns.org, the website of the model UN conference I'm helping run, so if you wouldn't mind having an address like http://www.ssuns.org/something, I could see if we could do it.

Yes, finding a *good* free host is difficult. We host with www.doteasy.com, who charge US$30 to set up, but no fees after that. We have been with them for 2 years now, and they are wonderful. No problems, good support, and wonderful information on the site.
If you think you can afford the $30, I would highly recommend them.

anyways, i also agree with cate that doteasy.com might be the best choice. the offer a domain with 20 mb webhosting - no banners, no gimmicks like url-forwarding or such .... it´s really worth it, i use it by myself though i know dozens of free websites.

well... it is and it isn't.
the hosting is technically free, but only if you register a domain through them, which is $30 a year. if you're planning on getting a domain anyway, it's a good deal.
but if you don't mind the constant pop-ups and other limitations of the free providers, then those would be your best bet.
