Human Development Report, poverty/corruption ranking of countries and the MDGs. How fair??

I read with keen interest the Human Development report(HDR) 2005 and was amazed that Nigeria along with 19 other African countries were listed as the least livable countries while USA, UK and a host of other European and other western nations are ranked amoungst the best 20 most livable countries in the world (http://hdr.undp.org) which makes me wonder.
Interestingly, the criteria for calculating rankings include life expectancy, educational attainment, and adjusted real income. These qualities have given US and other European countries an edge over African countries in these rankings despite the fact that corrupt African leaders (who have dirrectly or indirectly impoverished their nations by reducing the life expectancy of their nationals, preventing the vast majority from educational attainment and made rubish of their real income) have collaborators in the UK, US and most other listed nations to perpetuate their corrupt acts but are still the best places to live. Further,most of the least livable nations also feature on the top 10 chart of the most corrupt nations of the world(www.transparency.org).
I would like to see a ranking by the UN in 2006 based on these same qualities but where the level of collaboration of each nation to corrupt African leaders reduces their rankings and also makes them equally tagged as corrupt. Only these kinds of rankings would ensure the attainment of MDGs. What are your thoughts on this?

I also took a look at the report.
While it is true that Nigeria is ranked one of the worst places to live in this report, it highly depends on what you consider as your selection criteria.
For example, national GDP, health care and insurance, freedom of media as well as the presence/absence of necessary infrastructures for economic or political development were all taken into account in this report.
The reason why Europe and in general the Western part of the world have higher living standards (according to the HDR writers and their criteria) is because they score high on all those points whereas many sub-Saharan African countries such as Nigeria score lower (compared to the Western world), whereas many points, which you might have thought of as important, are either given a lesser weight or not taken into consideration.

That is exactly my point. The collaborators of the corrupt African leaders in US, Europe and the host of other western countries encourage them to either "save" or "invest" stolen funds in the west at the expense of health care and insurance, political development, infrastructural development and good governance in the countries they govern thus providing our funds for the development of the west.
If the reports could make a sumary of how much stolen funds have contributed to the improvement of the GDP of a collaborating country for instance and then goes ahead to reduce its value from that colaborating country's points for their ranking, I wonder if some of those countries' level of corruption would still remain the way it is, nor considered more "livable" than others since they harbour corruptly stolen funds that make its owners' countries "least livable".
