I have a idea i would like to have discussed seriously in the media and the government. I think that a international regulatory agency with powers of enforcement which could levy fines and jail terms on offenders.

You mean like the Kyoto protocol? Arguably, it could use more enforcing power but a framework for what you are envisioning already exists:

Given the amount of resistance to this mild version of your vision, it will be extremely difficult to implement a true international environmental protection agency. I suggest working more on local projects where you can make a difference.
