Seeking Ideas

In trying to establish income generating activities (IGAs) in the predominantly muslim communities as a means of improving their standards of living, especially at the coastal regions (with the DIGOs in mind),i have been met with numerous obstacles i.e. culture ,religion and closed society. Please share some ideas on how to approach the issue probably using a tested microfinance system(s)-success/failure stories in the past are welcome.
