The thing about the school system

Basically, in my county, there are a lot of different things that affect the truism and dedication of the school boards ideas. They are competing, so it seems, to be the richest school board around. So, when we get money donated to us...basically, we never see it put back into the schools. It occurs to me, also, that we need to take a certain number of classes, and certain types. What I don't understand is......how is this a free country when someone, somewhere decided that class A and class B are the classes you must take to become a better person? I could type so much more but i wanted to know if any of you feel the same.

what is schoolboard & their functions

What is a schoolboard, what is their functions and stuff.
How rich these schoolboards are, once they are rich what they do with the money? do they buy you childreb stationery and computers or they buy themselves nice cars and jewellery and clothes?
Class A and B, who decides what clas you go to cuz here they use random system like surnames or maybe by subject preference. If my last name Adams - Cloete in lower grades(primary school) Ill always be in class A or if I chose science field(bio, physics) in higher grades (secondary school) maybe Im class A;if I chose commercial field (economics, accounts) then Im in class B and so forth.
