I cannot read what the whole article says, but I believe I understand it. Koreans are somewhat racist, it seems from outside. However, it is understandable to me that they should be that way. Korea has been monocultural and monoracial country. We have such a low foreign population that any foreigner is like an extremely popular tourist attraction. This may be due to Koreans not being exposed to international community. So far, the international community has been somewhat negatively viewed in South Korea. The US's trade injustice and the IMF crisis in 1997 and so on.
I believe that as Korea is exposed to the international community more, it will soon stop pointing fingers at foreigners and start mixing with them. 'cause sooner or later, we'll all turn beige, it seems to me.
