A difficult question

I am writting an essay for my International Human Rights law class about the Politics of Intervention, and as I researched my essay I began to wonder if my perspective on the situation was a realist perspective or a pessimist's persepective. So I decided to pose this question to all of you, and from your response figure out where I stand.
Do you think that preserving, and establishing Human Rights in foriegn states will ever take precedence over the National interest of states needed to achieve those Human Rights? Ie. the U.S. and Rwanda
