In the words of Kofi Annan, "The MDGS have become globally accepted benchmarks for broader progress, embraced by donors, developing Countries, Civil Society and major development institutions alike. The MDGs can be met by 2015 but only if all break with business as usual and dramatically accelerate and scale up action now".
Promote Gender Equality and Women Empowerment is the target of Goal 3, this was not met in Nigeria by 2005.Half of the 36 states in Nigeria still have gender disparity, the percentage of the girl child enrollment is still very low.

In my words, MDGs can only be achieveable if it is domesticated by the Government which should have the responsibility to undertake policy reforms and strengthen governance, to liberate and encourage creative energies of their people. If the local efforts are not taken to the downstream it does not directly attribute. If by 2015, Nigeria does not succeed, the Millennium Declaration & Goals fails in Africa

The problem with the MDG'sis that eventhough it is formulated to a large extent by the country which is going to implement it a lot of the measures taken (ex. health care) will be based on a trickle down effect. Health care will be improved for those that can already access it, but no conscious effort is made to address the communities which do no have access in the first place.
MDG's also need to provide the people and civil sociey with more agency. The countries which are drafting goals and procedures to address, health care, poverty etc in their country might still be subjugated to the WB or the WTO and therefore might be pushed into a certain direction (ex. privatization in Nigeria).
