Mobilization of local resources for the poor

I am currently working for NUPAP i.e National Urban Poverty Allevation Programme. This is a joint venture of Governmet of punjab and Unitedat Nation development project operating in Multan, Pakistan.
The team starts with social mobilization and devlops Community Organizations consisting of around 25 people in all...and then the community organization for exacuting agencies and do the need assessment of their respective areas. they prioritise their needs and work on 2 principles
1. cost sharing
2.component sharing
we as a team devlop a participatory approach towards deciosnmaking and enabling the local people to develop a sens of selfhelp.
we have been given a task of giving a presentation on the techniques and ways of mobilizing local resources for the benefit of Poor urban and rural population.
what can be the possible ways of developing local resources and making them productive.
