Advise wanted for our student council

Hi! Our college has been established as a medical college for last 13 years and we have never had a university student council.
Our college had always a part of it's policy not to let any form of organizations, whether it be teachers association or student's association to develop in the institute. This is based on the experience that whenever we had organizations at other colleges of my country, they have been extremely inclined politically and there have been frequent riots and college shutdowns and hence an extreme negative impact in the acedemic intrests of the institute concerned.
However now with the change in political scenario, we as students want to take a try in establishing a students union. However we have very little idea what to start with, esp. with respect to functioning... We would love to recieve your ideas based on how student councils function in your colleges and the activities it performs.

Hey!
The student union at our school does a ton of things.
First, it collects money from every student at the beginning of each term to support it.
It runs its own building with food services and a bar.
They are reponsible for frosh week (a way to integrate first year students into school and get them to meet people)
They run a ton of events, hold functions and provide a space for students to meet either individually or in groups such as for clubs etc. They bring in speakers to speak on numerous topics, they advocate on behalf of the student body to both the governement as well as to university officials. They also run professor evaluations at the end of term. They also run a print shop, a health plan, a book exchange, legal advocacy, and are also responsible for issuing bursaries to students to attend conferences or other meetings that are applicable to their degree.
They also run the yearly elections for all senior positions of the student union.
That's as quick as an overview that I can think of Hope it helps!
