Dependency syndrome of Developing Countries

The problem in many thirld world countries are so complex. Poverty is one of the obvious outcome of many underlying problems. Many organisations are acively involving in implementing many "PROJECTS". However the outputs are not much promising. A major question arises if correct measures are taken in those countries. Do these communities need something other than monetary assistance?
