NEW DELHI, India (CNN) -- Three explosions ripped through New Delhi on Saturday evening within minutes of each other, killing at least 42 people -- most of them at a marketplace crowded with thousands of people getting ready for India's festival of lights, the state of Delhi's chief minister Sheila Dikshit told CNN.

She said at least 31 people died at the Sarojini Nagar marketplace in central Delhi and the others were killed at the Paharganj marketplace, both packed with people preparing for the Hindu holiday of Diwali, India's largest festival.

While it is not clear what caused the blasts, Indian Prime Minister Manmohan Singh's office said he believes it was a terrorist attack.

"This kind of cynical attack on the people of India is just not acceptable," Singh's media adviser, Sanjay Baru, told CNN.

No group has claimed responsibility.

"It's a very sad day for all of us because Delhi is celebrating a festive season," Dikshit said.

Authorities said there were explosions at three locations, and the reported deaths happened at two marketplaces, Dikshit said. It was unclear where the third blast detonated.

Witness: Bag exploded

A man who owns a store near the Sarojini Nagar market told CNN's Satinder Bindra that he noticed an abandoned bag sitting near his store and warned people to get away. As people scattered, the owner said the bag exploded, gutting several nearby stores and causing a fire that spread to other buildings.

The explosion caused a stampede as people in the crowded market tried to get away.

Authorities said bodies are still being pulled from the debris, and they fear the death toll will rise.

Many women and children sustained serious injuries.

The blasts triggered fears throughout the capital, shattering some of the festive atmosphere that precedes Diwali.

Fireworks are often set off in advance of Diwali, so many people who heard the blasts initially thought they were firecrackers.

Authorities urged people not to panic and to stay away from crowded areas.

Indian authorities had issued some warnings in advance of Diwali, saying people should beware of the possibility of violence. Such warnings have become standard in recent years, and there were no warnings of specific attacks being planned.

While Indian authorities are blaming terrorists for Saturday's attack, they are not saying if a particular group is believed to be responsible.

Pakistan's foreign office issued a statement condemning the attack, calling it a criminal act of terrorism, and expressing the government's sympathies with the people of India.

Delhi was the site of a deadly parliament attack in December 2001, blamed on Islamic militant groups backed by Pakistan, although Hindu-Muslim tensions are normally centered in the disputed region of Kashmir.

My condolences to our Indian members - this was plainly an act of terrorism - there is no justification for something like this.

The cowards who did it are not even owning up to their actions.

Killing a bunch of innocent people walking around a market - its just wrong.

We appreciate the condolences, Luke.

Who on earth would want to do this? This is extremely puzzling. It's been over 12 hours and the Indian authorities seem to be clueless as to who could be responsible for these attacks.

The message from the Delhi blasts

Only the Sikh terrorists, Al Qaeda and the International Islamic Front, of which Al Qaeda, the Lashkar-e-Tayiba and the Jaish-e-Mohammad are amongst the members, have the capability for organising the kind of three well co-ordinated blasts which struck Delhi on the evening of October 29, 2005, reportedly killing over 50 people.

The strongest suspicion will be on Al Qaeda and the IIF because the blasts took place one day after Al Quds and two days before Diwali, an important Hindu festival. Al Quds is observed by Muslims all over the world on the last Friday of the Ramadan fasting period to condemn the Israeli occupation of East Jerusalem where the holy mosque of Al Quds is located. It is considered the third holiest mosque for Muslims after the two in Saudi Arabia.

Often, jihadi terrorists plan their terrorist strikes to coincide with Al Quds. The Mumbai explosions of March 12, 1993 were planned to be carried out on Al Quds, but the perpetrators advanced it by a week following the arrest of one of their supporters by the Mumbai police as they were afraid that during interrogation he may reveal their plans.

The blasts of October 29 have come in the wake of the propaganda against India stepped up by Al Qaeda, the Taliban and the IIF in the wake of the prime minister's recent visit to the United States in July.

One has to await further details on questions such as was it a suicide blast, was it a car bomb etc before attempting a meaningful analysis.

However, one has to seriously take into account the possibility that Al Qaeda and/or the IIF have now targeted India because of its open alignment, as seen by them, with the US on matters affecting the vital intetests of the Islamic Ummah.....

It's disgusting how terrorists kill the innocents for their cause. I feel truly sorry for the lives lost. My neighbour next door's celebrating Deepavali soon, and I couldn't imagine anything like this should happen to them. *shudders*

Totally not helping with the Muslim image. *sighs*

we accept condolensces from all over the world but i would say condolensces wont do anything...let us stay united to fight terrorism otherwise everytime there's a attck in any part of the world. ppl from other part of the world will condemn the attck and so on because its just pure artificial gesture in diplomatic relationshops.

It would be better to stand unitede rather than condemning attck...

No country on earth is immune to these acts of terrorism. What worries me is that there is not a fool-proof method to prevent such an act.

How can authorities anywhere stop someone entering a crowded place and plant something? Even some idiot who is inspired by terror groups can do what he pleases in public places.

My Dear India! Stand Strong and Enjoy your Eid and Deepavali! Mourn the victims but stand strong!
