minority school brainstorm

I just start working as an English language teacher at a primary (actually minority Roma/Gypsy) school here in Bulgaria. We all have many difficulties, as some of them used to speak Roma/Gypsy language at home and then Bulgarian at school; You could imagine that learning English is a very difficult task.
I wonder are there any other TIG members with similar experience. Do you know about any projects in this area - Roma/Gypsy minority schools (could be everything about), Minority kids education... everything you find relevant. Funding opportunities for schools?
Any ideas, advice, help and support is welcome. I'm more concerned about the practice, but I'm open to discuss every aspect... There are so many problems and questions...
