'Youths and the Challenge of Africa's Development - MDGs, NEPAD and Possible Scenarios'
Duration: 9 weekly lectures (August 15th – October
16th 2005)
Subject Area: Peace-building, ICTs for Development,
Economics, Agriculture, Finance, Sustainable
Development, Gender, Security and regional integration
Instructors:
Mr. Sammy Jacobs Abbey (WAYN Liaison officer to
ECOWAS)
Roger Yomba (Civil Society Coordinator 4 NEPAD in West
Africa)
Daniel Edah (Executive Director Africa Peace)
Course Objectives: To analyze NEPAD (New Partnership
for African Development) and the role young people can
play towards the implementation of NEPAD and the APRM
Process, within the broader context of the Millennium
Development Goals (Goal no. 8). Participants will have
the opportunity to discuss the themes covered in this
course among themselves and with experts, thanks to
the participation of officers from the United Nations
(UNDP Ghana) and the NEPAD Secretariat. Also, the
online discussions will be joined by members of the
United Network of Young Peace-Builders (UNOY), the
African Network of Young Peace-Builders (ANYP), and
African students living in the Diaspora.
Syllabus and Course Outline
Pre-Session: Introduction to NEPAD: a new Vision and a
New Challenge for African Development
In order to participate the following two documents
must be sent by August 15th 2005 to Sammy, at

Week 1: MILLENNIUM DEVELOPMENT GOAL 8 AND THE NEW
PARTNERSHIP FOR AFRICA’S DEVELOPMENT
MECHANISMS AND THE CHALLENGE OF PEACE AND SECURITY
Weekly Debate: What can the MDG 8 and NEPAD do to help
transform Africa by educating African people? How can
people understand what democracy is and how Africa
should be democratized in a fair way? Can also NEPAD &
MDG 8 create a link with the Western world to stop
supporting bad regimes in Africa whose only aim is
exploitation and not common good?
Week 2: THE PEER REVIEW MECHANISM (APRM)
Weekly Debate: is the African Peer Review Mechanism
concept really attainable? What are the challenges of
the APRM process?
Week 3: MDG no. 8 & NEPAD ROLE IN BUILDING CIVIL
SOCIETY IN AFRICA
Weekly Debate: What are the real responsibilities for
our own governments as well as our African
intellectuals? Are we basically investing or
committing to what we are saying? When I look at
African conferences like this I get the impression
that Africa does not seem to have shortage of skilled
people but somehow, somewhere, something is going
wrong. What are the practical solutions to improve the
current situation in Africa? If we are technologically
underdeveloped there is no way we can produce or
increase our production whether at the national,
private or the small farmer level. The issue is: how
are we going to achieve development in Africa without
technology? I have seen a lot of Africans in Europe
and America talking about Africa. But what are we
doing? Do we want to develop Africa by remote control?
Or do we want to go back to Africa and commit
ourselves and do what others are not doing?
Week 4: WHAT ARE MODERN GOVERNMENTS BASED ON AND THE
LIMITS OF DEMOCRACY?
Weekly Debate: Does democracy work? Is democracy the
right answer?
Week 5: MDG 8 AND NEPAD, GENDER AND THE ROLE OF WOMEN
Weekly Debate: what role do the MDG no.8 & NEPAD
process play toward ensuring women empowerment and
inclusion?
Week 6: NEPAD AND THE URGENCY OF CHANGING THE ‘WAR
ECONOMY’
Weekly Debate: What are further impacts of NEPAD & MDG
8 in changing the War Economy?
Week 7: NEPAD, SUSTAINABLE DEVELOPMENT, DEBT RELIEF
AND POVERTY ALLEVIATION
Weekly Debate: Can we identify potential areas of
sustainable development and some related issues that
the NEPAD documents should focus more on?
Week 8: URGENT TOPICS TO ADDRESS AND THE LACK OF
INTEREST BY YOUTH
Weekly Debate: How do we get young people involved?
Why do some projects/campaigns have failed before?
Week 9: CLOSING SESSION
Round table-like week to formalize further projects to
be taken into action by groups within local
communities
Weekly Debate: *Agenda of topics to be proposed by
participants
