How to engage a discussion

I'd like to engage a discussion on Youth conferences (are they useful? Do they foster youth engagement? Is it worth to spend so much money in theses kind of events?...) but it doesn't really correspond to any of the discussions themes that I saw. How can I do to engage this kind of discussion. Is it possible to create a theme on this topic?

i will like us to discuss on htis topic, so that i can know how to controlled the youth in my area.
A reply to the question about, how to foster youth engagement and if it is worth spending money on? youth is worht speding money so as to help in englithening them cos there are the leaders of tomorrow.
