The most vital and important political rules, are normally elaborated in constitutions, exemplifying Talleyrand's remark that, if a thing goes without saying, it goes still better for being said. Therefore, the constitution is usually regarded as of a higher validity than any other rules, thus, bestowing legitimacy on anyone whom claim to do what they are doing according to constitutional rules.
