Spending for war or spending for peace..........

In most countries today, large sums of money is spent on maintaining the country's geographical and regional prowess rather than on uplifting lifestyles and developing the infrastructure of the country.
The needs of the general public come after the needs of politicians and administrators.
But do they forget that these politicians were elected by the general public?? Shouldn't their needs be addressed first??
